Victorian Govt hunts for Oracle partners in major finance system overhaul

Needs partners for the integration, implementation and support of Oracle ERP Cloud

The Victorian Department of Health and Human Services (DHHS) is calling for proposals from Oracle partners for the integration, implementation and support of Oracle ERP Cloud as part of an overhaul of its corporate financial management system.  

The DHHS has been using Oracle Financials, which it first implemented in 1995, and has since been extensively customised for additional functional enhancements and custom line of business functionality. 

At present, the Department is running a legacy version of the Oracle offering, hosted by Victorian shared services agency Cenitex and managed by an internal financial systems team.

Specifically, the DHHS employs Oracle Financials E-Business Suite 11i, Version 11.5 (Oracle 11i), as the corporate financial management system, operating on a Sun/Solaris platform in a secure environment known as the Enterprise Application Zone (EAZ).

According to a report by DXC Technology's Oracle consulting and services subsidiary DXC Red Rock on a viable pathway for the renewal of the DHHS financial system, it is time for the current infrastructure needed to be overhauled.

“Almost 20 years from inception, the finance system requires renewal,” the report stated “Oracle support for EBS 11i is no longer provided and support for EBS R12 is expected to end in 2030. Furthermore, Oracle’s research and development investment is going into Cloud capabilities which are seeing the emergence of potentially significantly different workplaces that are highly dependent on digital technologies.

“DHHS’ current state and environmental factors, such as renewal of other systems, architecture present a unique opportunity to enhance the department’s ability to deliver and improve services to the Victorian public affordably,” it said. 

As such, the Department has launched a major project to upgrade its financial management system to the Oracle ERP Cloud software-as-a-service (SaaS) offering, in part to strategically align with the Victorian Government’s Finance Systems Statement of Direction and to remove the current reliance upon extensive customisations.

According to tender documents, the scope of work for the project includes the implementation of core financial functionality across record to report, procure to pay, order to cash, treasury and asset accounting.

It is understood that the successful tenderer will be engaged for an initial ‘design feasibility’ phase to prove the validity of the proposed solution, prior to the commencement of the complete delivery project. 

Partners have until 18 December to get their proposals in.
